Women and Peacebuilding working group was created  in 2001 in order to involve more women in peacekeeping processes and to provide women’s participation in the decision-making.

In 2002, under the support of UNIFEM and ODIHR OSCE the group formed Women’s Peacebuilding Council.

The WPC is the women’s union, where organizations of internally displaced persons from Abkhazia and South Ossetia work together with the local women’s organizations.

Within the frameworks of the people’s diplomacy, WPC met with women, members of the communities separated as a result of the armed conflicts. The meetings took place in gali and Tskhinvali under the support of local organizations: Gali Women’s Council and Women of South Ossetia for Democracy and Human Rights. Joint projects on the development of people’s diplomacy were worked at these meetings.

After 12 years since the armed Georgia-Ossetian conflict, Women’s Peacebuilding Council organized a meeting of Georgian and Ossetian teachers from Achabeti, Kurta, Kekhvi, Kemerta villages of the conflict zone, as well as from Tskhinvali schools.

The main purpose of the meeting was to increase the role of teachers in the peacekeeping processes and to present the book Anatomy of Peace. Particular actions for the short-term perspective were planed and the methodic of Anatomy of Peace book introduction was worked out at the meetings;

On the basis of WPC information agency Women’s Voice was created. It is the first women’s peacekeeping information agency, that works and spreads information using two languages. The agency published training module Resolution 1325 in Georgian language, information booklet on the work of the WPC, bulletin in Georgian and Russian languages, that was spread throughout Georgia.

WPC also implemented monitoring of bilateral agreements.

In 2005 the project Mutual Cooperation of Women's Organizations and State Structures  for Conflict Resolution was implemented. Together with the representatives of state structures, the Council worked out the action plan on Resolution 1325 the UN Security Council implementation.
